Yes get another technician to evaluate what happened. However if it won't turn over at least paying someome to remove the cam cover will be worth the money. In my experience with ATV and smaller singles, the cam siezes in the head when the engine is run low on oil. It is a plain bearing where the crank and often the piston pin have roller or ball bearings. Also we have noticed that using synthetic oil provides for a occasional short duration oil loss w/o much damage. For no other reason I'd reccomend using synthetic oil after break in on regular oil. Even that old standard is somewhat questionable as many high end cars come with a synthetic factory fill. Max
